Long before glass towers and neon screens promised quick fortunes, the Dutch were already organizing public draws to fund civic projects. The earliest documented lottery in the Low Countries dates back to the fifteenth century, when towns like Sluis and Bruges held draws to finance walls, almshouses, and charitable works. What began as a municipal funding tool gradually became something closer to a national ritual, woven into festivals, church fairs, and guild gatherings. By the time the Staatsloterij was formally established in 1726, the practice had already shaped how ordinary people understood risk, reward, and collective benefit. Recent Dutch gambling tax changes have reignited debate about whether that founding spirit of civic funding still applies to an industry that now includes online platforms and licensed casinos alongside the traditional draw.
Casinos entered this picture much later, and they remain a separate strand of the story.
The tax adjustments introduced in the past two years raised the levy on gross gambling revenue substantially, and lottery operators were not exempt from the shift. Holland Casino, the state-linked operator that runs the country's land-based casinos, absorbed some of the same regulatory pressure even though its games and customer base differ sharply from those of the lottery. Lawmakers framed the Dutch gambling tax changes as a correction overdue since the market opened to online operators in 2021, arguing that revenue once reserved for public goods was leaking toward private platforms with looser obligations. Lottery advocates pushed back, noting that their organization still channels a fixed share of proceeds to sport, culture, and social initiatives, a structure dating back centuries rather than years.

The custom predates modern marketing by a wide margin and persists despite, or perhaps because of, its lack of glamour.
Casinos occupy a different cultural register entirely. Holland Casino locations carry an air of evening entertainment, drinks, and a deliberate departure from routine, while lottery participation tends to happen at the corner shop on an ordinary Tuesday. Both fall under the same regulatory umbrella now, and both were touched by the same tax revisions, yet the public perceives them through almost opposite lenses.
Dutch cultural historians have argued that this perception gap explains why lottery reform proposals rarely generate the same backlash as casino-related policy shifts. A 2023 parliamentary review noted that public trust in the Staatsloterij remained comparatively high even as broader gambling sentiment soured. People separate the institution from the industry surrounding it, treating the draw as something closer to a civic fixture than a commercial product.
Whether that trust survives further tax pressure is an open question. Revenue earmarked for charitable distribution has already shifted slightly under the new framework, and operators warn that further increases could erode the margin available for those allocations.
